Housing Assistance Program (SHAP)
The Special Housing
Assistance Program is designed to provide temporary rental
assistance to very low income, chronic substance abusers
and their families who are homeless, at risk of homelessness,
or unable to afford safe, decent housing. Assistance
is tied to their treatment plan and a commitment to recovery
and self-sufficiency.
Tenants reside in scattered sites, privately owned apartments
in Warren, Clermont, and Clinton counties and pay 35%
of their income for rent and basic utilities. In order
to assist program participants in re-establishing their
households, interest-free SHAP loans are available for
security deposits, utility deposits, and basic household
furnishings.
Since July 2001, 54 households received housing assistance,
and most of those households were approved for SHAP start-up
loans. Many have successfully transitioned into permanent
housing subsidy through the Section 8 program, and several
were eventually able to pay their own rent due to an
increase in income.
